Mission

 

Our purpose is to understand and recommend improvements to the ROW /IGA/Data Sharing/Joint Ownership/Permits processes between the Partnership entities in order to expedite individual & joint processes.

 

Goals

1.      IGA Process including joint ownership & data sharing – Understand all entities individual processes and recommend standard formats for various types of IGAs. Create a list of authorized signers for various levels of IGAs.

2.      Permits – Understand all entities processes and requirements.

3.      ROW – Understand all entities individual processes and recommend standard formats for various types of ROW agreements.

Emergency Response

 

Mission

 

Establish protocols for communications, resource utilization and operational procedures to be used during joint operations.

 

Goals

 

1)     Develop an Emergency operations handbook for Navajo DOT/Navajo Nation

2)     Develop Resource book ( 12 months )

3)     Investigate radio cell coverage-digital communications ( 36 months )

4)     emergency operations contacts for all involved - par of goal 2

·         Identify and address environmental issues of mutual concern; and 2) To simplify and streamline the processes for environmental agreements and clearances.

·         Pursue agreement for 401 certification with NNEPA

·         Pursue Sec. 106 programmatic agreement

·         Pursue 638 authority for Navajo DOT to issue FONSIs

 

2)    Pursue agreement between NNF&w/NR and other departments for annual fee, rather than $35 request
